First 48 bytes is the header data, starting with a magic identifier. Many of the archive formats used in this game look the game but are slightly structured differently depending on extension. Using extension as a means of IDing a format is never a good idea so header needs to be completely reversed. At 0x18, This appears to be a file location. Maybe a starting point.
