I host a private Final Fantasy XI server for personal use. The server location is "orin.zapto.org".
Use xiLoader or Ashita to connect.

Notes
Currently supported client version is 30191004_0 as of 10/25/19.
Character data is considered permanent.
Auction house data is considered temporary while options are explored for automation. For example, populating the auction house with large amounts of data, restocking & purchasing of player submitted auctions.
Web interface is under development for account management. Planned features are account management which allows exporting of character data, auction house log viewing, and server stats.
Additional Notes
While the intention for modifying the settings is to make the game more solo friendly, this potentially makes the game too unbalanced. For example, amount of gil that can be generated can be significant just from killing monsters and the auction house broker function (which buys and sells items) may be too active. The stat changes have also made magic very powerful, possibly overpowered. Further tweaks may be needed.
